- With Certain Introductory Expressions
(a.) Quotation marks are used with introductory expressions such as “addressed” and “entitled.”
Examples:
Is the memo addressed “To Whom It May Concern”?
The document is entitled “Right to Purchase.”
NOTE: The first example (To Whom It May Concern) is a question in its entirety, which requires the question mark outside of the quotation marks. If only the part within quotation marks was a question, then the question mark would go inside the quotation marks.
The second example (Right to Purchase) is a statement requiring a period.
